Originally from Jefferson City, Hal completed his bachelor's degree in business administration at Southern Methodist University in 1984 and attained his legal degree from the University of Missouri-Columbia in 1987. During his leisure time, he enjoys pursuits such as golfing, bird hunting, and fishing.
